3.2 Considerations

Before deciding on specific indicators, an organisation should identify and thoroughly understand the processes it intends to measure. Then, each key process should be mapped and analysed to ensure that the right indicator of success is chosen (National Performance Review 1997). The following factors need to be considered when developing performance indicators.
