3. Briefing on October TIF workshop in illicit trade

Pauline Zdjelar had chaired the workshop. Although duty free had been identified as a topic for discussion, it had been decided that there were other issues with higher priorities that needed to be addressed.

New products - chewing tobacco from India, toothpaste:

  • molasses was still available at old prices despite no legal imports, warranting a closer look at the ingredients
  • duty free shops selling to domestic market
  • internet sites
  • Henry review.

Developing media strategies to deal with the issues and prosecutions seen as a priority, and will need input from other stakeholders with marketing/education expertise, a new workshop will be scheduled soon.

Consider messages that can be pitched at vendors - two strikes? The workshop could look at a TIF communiqué. Consider using paid media - agencies working with industry.

Media has not been widely reporting convictions; consider consolidating convictions into one media release.

There was then a discussion around industry influence on governments in other countries where illegal products are sourced. BAT in London is overseeing some activity in this space. Information gained should be shared, especially emerging patterns.

The chair asked that the workshop produce a matrix of cohesive strategies to combat illicit trade - showing what we have, where we are going and any gaps.

Members asked that the minutes from the first workshop be distributed to the TIF.
