Purpose

Terms of reference

The Australian Taxation Office (ATO) recognises the important role that the business community plays in the administration of the Australian tax and superannuation systems and in maintaining the integrity and efficiency of these systems.

We have a clear strategy and responsibility to consult widely with taxpayer, business and professional communities in administering these systems.

To this end, the ATO actively sponsors and promotes a wide range of tailored consultative arrangements. The forums provide an opportunity for a candid exchange of views and enable all parties to gain a mutual understanding of their respective situations.

While the business community as a whole contributes to the administration of the tax and superannuation laws, the Large Business Advisory Group (LBAG) was created specifically to understand and focus on topics of importance to large corporates.

The LBAG provides key stakeholders and senior ATO leaders with a forum for consultation and discussion on issues of mutual concern regarding the administration of the tax system. These may include issues in relation to all the laws administered by the ATO.

The main aim of the LBAG is to:

  • facilitate meaningful consultation, collaboration and co-design activities with the corporate sector
  • identify and address areas for improvement in the law and administration of the tax system with a view to reduce compliance costs
  • avoid adverse consequences to the corporate sector as improved operational or administrative processes are put in place.

The group will also:

  • focus on direct dialogue and collaboration with large business representatives
  • identify areas requiring operational guidance and contribute to the development of new products and services
  • offer tax managers and other stakeholders an opportunity to raise administrative and technical issues with senior ATO executives
  • direct appropriate technical issues that arise to the National Tax Liaison Group (NTLG) for resolution (or advise the NTLG about discussion of technical issues)
  • help the ATO to understand the needs of large businesses and assist in identifying key issues of concern that are emerging in the market
  • comply with Corporate Management Practice Statement PS CM 2006/06 Committee management. Details of the group will be published on our website - this will include agendas, minutes, meeting dates and a list of members.

Type of forum and length of term

The LBAG is an ongoing peak forum with a focus on improving operational and administrative processes for our largest corporate taxpayers.

Governance and relationships

The forum approver is Second Commissioner, Compliance.

The chair of the LBAG will report annually to the ATO Executive on the achievements during the year and the forward focus for the following year.
