Appendix 10 - Consultancy services

Policy

The procurement of consultancy services in the ATO is conducted in accordance with the Commonwealth Procurement Guidelines (January 2005) and the Department of Finance and Deregulation's Financial Management Guidance no 15: Guidance on Procurement Publishing Obligations (July 2007).

Selection process

Providers of consultancy services are selected through one of the following processes:

• Open: a procurement procedure in which a request for tender is published, inviting all potential suppliers that satisfy the conditions for participation to submit tenders
• Select: a procurement procedure in which the procuring agency selects which potential suppliers are invited to submit tenders
• Direct: a procurement process in which an agency invites a potential supplier or suppliers of its choice to make submissions.

During 2008-09 we entered into 163 new consultancy contracts, involving total actual expenditure of $17,434,220 including GST. In addition, 75 ongoing consultancy contracts were active during the year, involving total actual expenditure of $10,682,968 including GST.

Table 4.10.1 summarises the 124 new consultancy contracts let in 2008-09 to the value of $10,000 or more (including GST) and the total contract value.

Consultancies that are let for advertising and market research are reported in this annual report under both consultancy services (Appendix 10) and advertising and market research (Appendix 11).
