How do Change Program outcomes translate into benefits?

This is a key question.

Improved capability that translates into better services for clients and stakeholders, with improved tax compliance by the Australian community is the answer. Gains in efficiency and effectiveness will bring considerable enhancement to tax administration.

Importantly, the Change Program will help to reduce costs. The hard work in implementing new enterprise-wide systems has involved considerable re-skilling to operate the new systems. However, with enterprise wide systems ongoing training for ATO staff will be less than was the case with multiple systems applications used in various parts of the ATO.

Broadly speaking, the success of Change Program outcomes will be measured against benefits including client satisfaction, staff satisfaction, productivity and sustainability.

The new IT platform provides the ATO with a sound foundation for the delivery of consistency and effectiveness across the organisation's products and services. The ATO will have an enterprise-wide platform and therefore will be able to be more responsive to policy and legislative changes to Government initiatives in the future.

From an external perspective, the ATO has 'got its act together'. The issues and problems experienced with bedding down the Change Program have had little impact on externals to this point. In the light of the very significant risks the organisation embraced in establishing the Change Program, this result is very positive.
