Fraudulent phoenix activity has a detrimental effect upon the regulatory effectiveness of government agencies as well as the whole community. Fraudulent phoenix activity affects employees (who may never receive their superannuation and other entitlements), businesses (trying to compete against an unfair advantage), government (with significant monitoring and enforcement costs) and the environment (via avoidance of regulatory obligations). Finally, fraudulent phoenix activity affects the revenue of Australia.

The Inter-Agency Phoenix Forum was established to bring together key government agencies to share intelligence and identify, design and implement cross-agency strategies to reduce and deter fraudulent phoenix activity.
