About rulings panels

The Tax Office has two rulings panels: the Public Rulings Panel and the Superannuation Rulings Panel.

Membership of the rulings panels comprises several of the Tax Office’s most senior officers and external representatives who are respected tax practitioners and/or academics. The rulings panels are chaired by a Deputy Chief Tax Counsel (DCTC) and the consideration of each topic involves up to three external members.

Subject to certain exceptions, all public rulings (draft and final) are considered by a rulings panel before release. Public rulings relate to the different legislation administered by the Tax Office (for example, goods and services tax (GST), superannuation, income tax) and are issued in the form of taxation rulings and taxation determinations.

The rulings panels generally meet on a monthly basis for ‘in-session’ discussions, but also consider proposed rulings ‘out of session’.
