The following table defines key terms and acronyms used in the lodgment program documentation. The terms defined here may have a different meaning outside of this document.

Registered BAS agent
|
A registered BAS agent is someone who charges a fee:
- relating to ascertaining, or advising an entity about, the liabilities, obligations or entitlements of the entity, or another entity, that arise, or could arise, under a business activity statement (BAS) provision
- for representing an entity in dealings with us about a BAS provision that is provided in circumstances where the entity can reasonably be expected to rely on the service.

BAS Agent Portal
|
The BAS Agent Portal is a modified version of the Tax Agent Portal. It allows BAS agents to lodge and view activity statements and interact with us through a secure channel.
|
Business day
|
For the purpose of working out a lodgment and/or payment date, a business day means a day other than one of the following:
- a Saturday
- a Sunday
- a day that is a public holiday.
A public holiday is a day that is a public holiday for the whole of any state or territory in Australia.

CU form
|
Client update form - a form available on the electronic lodgment service (ELS) that allows registered tax agents to advise us of the following:
- the appointment of a tax agent by a client for activity statement and income tax purposes
- the cancellation of a tax agent appointment by a client for activity statement and income tax purposes
- a change to a client's address for the receipt of an activity statement
- a change to a client's name and/or address for income tax purposes
- a request to receive or cease receiving activity statements via the ELS
- that an income tax return is not necessary for a client for a return year
- that further income tax returns are not necessary for a client from a return year onwards
- that a taxpayer is deceased (an individual taxpayer only).

Concession
|
A concession allows for flexibility to specific lodgment obligations when certain conditions are met. A lodgment concession applies automatically where the specific concession conditions are met. Some lodgment concessions will also automatically affect the payment associated with the lodgment. For example, the concession for lodging an individual or trust return by 5 June without penalty automatically requires the payment of any tax by 5 June as well.

Further return not necessary - income tax return
|
Under certain circumstances, clients who have a tax file number (TFN) may not be required to lodge income tax returns. A 'further return not necessary (FRNN)' advice should be lodged where:
- individuals are deceased
- individuals have derived income below the relevant threshold and will remain at this level in future years
- individuals have retired and their continuing sole source of income is a full government pension
- non-individuals cease operations before the current year of lodgment - for example, a company that was deregistered in December 2007.

Full self-assessment taxpayer
|
A full self-assessment taxpayer cannot be an individual. It can be any of the following:
- a company
- a trustee of a corporate unit trust
- a trustee of a public trading trust
- a trustee of an approved deposit fund
- a trustee of a super fund
- a trustee of a pooled super trust
- a corporate limited partnership taken to be a company under section 94J of the ITAA 1936.

Large/medium business taxpayers
|
Large/medium business taxpayers for income tax return lodgment purposes include all:
- public companies not operating as bodies corporate
- companies that have an annual total income of greater than $10 million
- companies that are members of a group of companies where at least one member of that group has an annual total income greater than $10 million (a company is a member of a group of companies if an ultimate or intermediate holding company exists, and that holding is 50% or greater)
- life and general insurance companies, reinsurers and friendly societies, regardless of income level
- super funds or pooled super trusts that have either an annual total income greater than $10 million, or investments of more than $50 million, or both
- non-complying super funds and pooled super funds
- trusts that had an annual total income of greater than $10 million in the latest year lodged
- full self-assessment partners of a partnership where the partnership had total income greater than $10 million in the latest year lodged
- other full self-assessment taxpayers that had an annual total income of greater than $10 million in the latest year lodged
- other taxpayers not covered above who are advised by us to lodge as a large/medium business.

Latest year lodged
|
Where the phrase 'latest year lodged' is used in this document, it means the latest year return that was lodged as at 30 June 2012.
|
Lodgment deferral
|
A deferral moves the due date for lodgment of an approved form or other document to a later date without penalty. You need to self-assess or seek approval for a deferral from us.

New registrant
|
A June balancing taxpayer will be classed as a new registrant for the 2012 income tax year where:
- the 'business start date' recorded for the client in the Australian Business Register (ABR) is between 1 July 2011 and 30 June 2012 or where this date is not present
- the entity was incorporated or established between 1 July 2011 and 30 June 2012, or where this date is not known
- the TFN was registered between 1 July 2011 and 30 June 2012.
- The 'new registrant' category is only applicable to self-managed super funds (SMSFs), large/medium business taxpayers and head companies of consolidated groups.

NFSA

Non-taxable in latest year lodged
|
Where we have been notified that the 2011 return was not required to be lodged and the notification was received by 30 June 2012, the client will be treated as being non-taxable for the 2011-12 year. Otherwise, this means:
- for a company
- taxable income was less than or equal to nil
- gross tax minus rebates/tax offsets was nil
- for a super fund
- taxable income was less than or equal to nil
- gross tax minus rebates/tax offsets was nil
- for an individual the tax level for lodgment purposes is '0' on a client list obtained from us after mid-July 2012
- for a trust
- no assessment was issued to the trustee under the main trust TFN
- where an assessment was issued to the trustee, the tax level for lodgment purposes is '0' on a client list obtained from us after mid-July 2012.

Non-taxable in the current year
|
For a company:
- taxable income is less than or equal to nil
- gross tax minus rebates/tax offsets is nil.
For a super fund:
- taxable income is less than or equal to nil
- gross tax minus rebates/tax offsets is nil.
For an individual:
- taxable income for 2011-12 is below the relevant tax threshold
- gross tax plus Medicare levy plus HECS debt payable for 2011-12 minus allowable rebates/tax offsets will be nil.
For a trust, no notice of assessment issued to the trustee under the main trust TFN (net income nil, net loss or net income fully distributed to beneficiaries).

|
Personal services income - income that is mainly a reward for personal efforts and skills.

Public holiday
|
For the purpose of working out if a lodgment and/or payment obligation exists on a particular day, a public holiday is a day that is a public holiday for the whole of any state or territory in Australia.

Refund in latest year lodged
|
Relevant in working out if a client is entitled to the 5 June 2013 concession date. A client had a refund in the latest year, if the amount of the tax liability less any crediting amounts (for example, PAYG instalments and PAYG withholding) results in a refund. Individual and trust clients show as tax level 7 on a client list obtained from us after mid-July 2012.

Refund in the current year
|
Relevant in working out if a client is entitled to the 5 June 2013 concession date. A client is entitled to a refund in the current year, if the amount of the tax liability less any crediting amounts (for example, PAYG instalments and PAYG withholding) results in a refund.

Registered agent
|
Either a registered tax agent or a registered BAS agent who is registered by the Tax Practitioners Board.
|
Return not necessary - income tax return
|
Under certain circumstances, clients who have a TFN may not be required to lodge income tax returns. A 'return not necessary (RNN)' advice can be lodged where:
- individuals have previously lodged returns but now derive income below the relevant threshold for a particular year and there is no other reason that requires them to lodge a return (for example, they have carried on a business, they have had amounts withheld from their income or they had a reportable fringe benefits amount identified on their PAYG payment summary or they were the liable or recipient parent under a child support assessment)
- individuals have retired and their sole source of income is a full government pension
- non-individuals have been allocated a TFN but not started operations by the end of the year of income that you are currently lodging income tax returns for
- non-individuals stopped operations before the current year of lodgment.
Note: Specific arrangements apply to super funds who cannot normally lodge a RNN advice.
If an individual has made a personal contribution to their first home saver account and they do not need to lodge an income tax return, they must notify us using the First home saver account notification of eligibility (NAT 72947) form.

Safe harbour
|
An exemption from administrative penalties, known as safe harbour, may be available for certain administrative penalties (that is, failure to lodge on time penalty and penalties relating to statements) if:
- a registered tax agent or BAS agent was engaged to prepare and lodge the document
- all relevant information was provided to the agent
- there was no recklessness or intentional disregard of tax laws by either party.
There must have been no involvement in any schemes.

Single annual return for self-managed super funds
|
This form combines the income tax, regulatory return and member contribution statements. Separate forms and dates for lodgment of member contribution statements are no longer required.

SMSF

Tax level 6 taxpayer
|
An individual or trust taxpayer whose latest return resulted in a tax liability of $20,000 or more.
