    Modernising Business Registers (MBR) program update

    The ATO provided an update on the address by the Prime Minister to the Business Council of Australia on 20 November where he announced the government’s commitment and support to the Modernising Business Registers program of work as part of the Government’s new measures delivering deregulation for Australian Business.

    Further detail about what has been approved is anticipated to be released at the Mid-Year Economic and Fiscal Outlook 2019–20.

    The ATO is continuing consultation and co-design activities with ASIC, Treasury, Department of Industry, Innovation and Science and the Digital Transformation Agency as well as business and industry association stakeholders.

    Director Identification Number (DIN) update

    We are focused on:

    • how benefits of the program can be brought forward
    • collaborating with business and government to provide a positive experience for Directors in obtaining a DIN
    • maximising opportunities to progressively cleanse data as part of the program to enhance data integrity
    • developing mechanisms to contact Directors through natural business systems and government touch points using existing communication channels as well as exploring new channels
    • a stratified approach during the AUSkey migration period to April 2020 where users will transition via mGovID and Relationship Authorisation Manager (RAM)
    • developing inclusive program solutions and communication for all company Directors, including those overseas, in remote areas and from culturally and linguistically diverse backgrounds.

    Design Working Group (DWG)–update from meeting

    Members received an update on outcomes from the DWG meeting held 14 November 2019, including:

    • presentation of the ATO Digital Service Provider Operational Framework, roadmap and collaboration with Digital Service Providers about the platforms that the ATO intends to roll out in the coming year.The Operational Framework sets out the minimum information security requirements a provider needs to meet in order to consume ATO digital services
    • overview of the upgrade to the ATO website for online services for Digital Services Providers
    • update on the DIN program with a detailed information pack provided to members
    • update on the Treasury led consultation feedback and processes
    • update was provided on initial drafting of data standards
    • review of the Terms of Reference, Charter and focus of the DWG
    • overview of the timeline to decommission AUSkey along with a high level migration strategy for users.
