    The Tax Profession Digital Implementation Group meeting was held on Monday 7 August 2017.

    The information below is a summary of topics discussed at the meeting.

    Practitioner lodgment service

    • As at 30 June 2017, approximately 30% of lodgments were received from 8500 unique tax agents using the practitioner lodgment service (PLS).
    • There were no major issues with the Fringe Benefits Tax electronic lodgment service (ELS) form switch off and the ATO will progress the next form closure for the Partnership tax return by 1 October 2017.
    • During July 2017, approximately 90% of PLS transmissions processed successfully, and the percentage of unexpected errors reduced to within tolerance limits.
    • Over 90% of PLS transmissions are processed within benchmarks.

    Tax practitioners discussed their current experience and complimented the overall experience using PLS and pre lodge functionality.

    • ATO communications regarding unplanned outages and extensions were appreciated by the tax practitioner community.
    • Current concerns included the timing of validation, error resolution, Access Manager permissions and transition management aspects such as call centre staff knowledge and support.

    DSPs discussed their current experience and noted the improvement in transmission and batch processing times.

    • Current concerns included error visibility and resolution, Access Manager permissions and transition issues such as onboarding to new products or new (tax practitioner) clients.

    Digital services for the tax profession

    The ATO's Operational Framework and the interim approach requires DSPs to provide evidence of specific matters as part of the registration and whitelisting process. This will create additional obligations for DSPs, and the ATO are working together with DSPs and industry representatives to address issues and formulate a solution.

    An update was provided on the Improved Online Services/ Increased Software Services program of work. A roadmap and timeline for the new services will be provided at the next meeting.

    The ATO’s recent activity statement release did not provide a good experience for tax practitioners and had not involved the right level of consultation and communication with the tax profession. The ATO reinforced their commitment to designing products and services in consultation with tax practitioners to ensure services and processes implemented by the ATO effectively support them.

    Potential discussion items for future meetings include:

    • Providing transparency of the ATO’s strategy regarding digital services for individuals, tax practitioners and DSPs.
    • Supporting tax practitioners to mitigate the risk of cyber security.
