  • Audio grabs: Taxable Payments Annual Report lodgment deadline

    The ATO is reminding businesses that provide cleaning or courier services, as well as businesses in the building and construction industry that they may need to lodge a Taxable Payments Annual Report (TPAR) by 28 August 2019. The ATO has released audio content for radio stations interested in covering the story. The recordings feature Assistant Commissioner Peter Holt.

    Businesses who provide cleaning and courier services and made payments to contractors or subcontractors for providing those services on their behalf, need to report these payments to the ATO by the 28th of August.

    This is the first year that businesses who provide cleaning or courier services may need to lodge a Taxable Payments Annual Report or TPAR for short.

    The Taxable Payments Reporting System also applies to businesses providing road freight, Information Technology, security, surveillance or investigation services from 1 July 2019, with their first TPAR due in 2020. These businesses need to be checking now that they are keeping the right records to be able to report when it is time.

    Businesses primarily in the building and construction industry who made payments to contractors or subcontractors for building and construction services in the 2018–19 financial year must report these payments to the ATO in their Taxable Payment Annual Report by the 28th of August. This includes cash payments.

    The Taxable Payment Reporting System prevented $2.7 billion from being lost to the black economy in the 2015–16 financial year. So it’s a very effective way for us to tackle the black economy and to keep things fair for businesses who we know are doing the right thing.

    Completing the Taxable Payments Annual Report or TPAR online is quick and simple. Businesses can lodge online through the ATO’s Online Services, or business software that offers TPAR. Registered tax professionals can also lodge the TPAR on behalf of their clients.

    Businesses who provide a range of services, not just cleaning or courier services – known as “mixed businesses” – may also need to lodge a Taxable Payments Annual Report or TPAR if payments they received for cleaning or courier services make up 10% or more of their total GST turnover. In practice this means that if these payments the business receives for cleaning or courier services are only a minor part of their overall turnover then it is unlikely they will need to lodge a TPAR.

    Data provided in the Taxable Payments Annual Report or TPAR is used by the ATO to identify contractors who may not be doing the right thing with their tax, for example, not reporting income, failing to lodge tax returns or activity statements, not registering for GST, or using false ABNs.

    Importantly, our priority is to help these new industries get on board with the Taxable Payments Reporting System in the first year, so our focus is on education and awareness, not penalties. We are not planning to issue failure to lodge penalties in the first instance, noting that this is a new obligation and we know small businesses have a lot on their plate.

    We know there is an issue with contractors quoting fake or invalid ABNs as a way of getting around their obligations. To help reassure businesses that they are reporting the right ABN for contractors they use, the new online Taxable Payments Annual Report form has a search function incorporated, allowing businesses to check whether the ABN is valid and correct.
