    Unlicensed manufacturing or production of tobacco products, including ‘chop chop’ is illegal. Often those who grow and sell black market tobacco are part of organised criminal syndicates and are not honest business owners.

    Did you know that the sale of black market tobacco products costs the community nearly $600 million in lost excise revenue each year? This is money that should have gone to funding essential community services such as hospitals, schools and roads.

    Small businesses involved in the sale of illegal tobacco are gaining an unfair price advantage over honest businesses who are doing the right thing. Removing illegal tobacco from our streets creates a level playing field for all small businesses.
