• 2.3 Who are your target groups?

    • The target group or groups are those participants whose behaviour you are seeking to influence directly through your compliance strategies.
    • Identify these groups and any leverage points by reviewing the participants you identified in phase 1.
    • We are looking for sustained improvements in compliance behaviour, not only in the immediate target groups but the surrounding groups and the broader population.
    • Determine whether the ripple effect (see figure 3) will occur and use this to help to identify the right mix of strategies and indicators to measure success.
