    Dear Minister

    I have pleasure in presenting to you the eighty-ninth annual report of the Australian Taxation Office (ATO), covering the financial year 1 July 2010 to 30 June 2011.

    This report relates to the administration of the wide range of laws entrusted to the ATO. These include revenue laws, the Australian Business Register, and significant aspects of superannuation. This report also includes information on our general organisation, administration and performance, including the operations of the Australian Valuation Office.

    The performance of the Tax Practitioners Board, which is independent of the ATO but which operates within our program structure, is subject to a separate report by its chair.

    In preparing this report, I have also addressed all the legislative reporting requirements listed in Appendix 1.

    I certify that I am satisfied the ATO, in accordance with the Commonwealth Fraud Control Guidelines 2011 has:

    • prepared fraud risk assessments and fraud control plans which effectively address the vulnerabilities and risk factors of our business
    • in place appropriate fraud prevention, detection, investigation, reporting and data-collection procedures and processes that meet the specific needs of the ATO
    • taken all reasonable measures to minimise the incidence of fraud, and investigate and recover the proceeds of fraud.

    Indeed, I am proud to say that the ATO is highly respected both domestically and internationally for its vision, professionalism, effectiveness and integrity.
