Outline

The Bill contains Government amendments to the Anti-Terrorism Bill (No. 2) 2004 (the Bill). The Government amendments remove from the Bill amendments to the Passports Act 1938; amendments to the Australian Intelligence Security Act 1979; and amendments to the Crimes Act 1914.

Financial impact statement

The Bill is not expected to have a significant financial impact.

Notes on items

Item 1 - Title

Item 1 provides that the title of the Bill on page 1 is amended to now provide that it is "A Bill for an Act relating to associating with terrorist organisations, the transfer of prisoners and for other purposes".

Item 2 - foreign travel documents

Item 2 provides that item 2 of the table on clause 2 of the Bill is omitted. Table item 2 refers to the commencement date for Schedule 1 of the Bill.

Item 3 - ASIO questioning warrants

Item 3 provides that item 3 of the table on clause 2 of the Bill is omitted. Table item 3 refers to the commencement date for Schedule 2 of the Bill.

Item 4 - forensic procedures

Item 4 provides that items 6 and 7 of the table on clause 2 of the Bill are omitted. Table item 2 refers to the commencement date for Schedule 5 of the Bill.

Item 5 - foreign travel documents

Item 5 omits Schedule 1 of the Bill by omitting lines 1 to 16 of Schedule 1. Schedule 1 relates to foreign travel documents.

Item 6 - ASIO questioning warrants

Item 6 omits Schedule 2 of the Bill by omitting lines 1 to 20 of Schedule 2. Schedule 2 relates to ASIO questioning warrants.

Item 7 - forensic procedures

Item 7 omits Schedule 5 of the Bill by omitting lines 1 to 26 of Schedule 5. Schedule 5 relates to forensic procedures.
