Compassionate early release of super transition to ATO

As outlined in CRT Alert 053/2018, from 1 July 2018 we will take over responsibility for administering early release of superannuation on compassionate grounds from the Department of Human Services (DHS).

If your members need to apply for compassionate release of super on or before 30 June 2018 they can continue to apply with DHS until then.

From 1 July 2018, your members will be able to apply directly via myGov. Members can find more information on eligibility, evidence required and the application process on Early access to your super or by phoning 13 10 20. The compassionate release application portal link will be activated on 1 July 2018.

Funds can continue to use the DHS verification service in respect of these applications.

From 1 July 2018, funds will receive a simultaneous electronic copy of the approval notice when we approve a compassionate release application. You will receive these ATO compassionate release notices via the BDE service. Listed below is some key information for you about this service:

o you will receive compassionate release email notifications via your existing registered email addresses within the BDE Portal

o you need to ensure that the appropriate permissions are in place for staff to view these files. This can be set in Access Manager by the funds’ AUSkey administrator

o if you (individual fund or administrator) need to change your email address for the BDE Portal or obtain access to the Portal, you can request this by emailing SuperCRT@ato.gov.au .We will organise for the AusKey permissions to occur for the ‘Super – Compassionate release of superannuation’ in access manager

o once registered for this service, you should automatically receive compassionate release email notifications from 1 July 2018. You will be able to access this facility via the Start Menu, and then within the File Transfer Option, select the File Status Screen

o these fund notices in PDF format are available for unlimited downloads in BDE for 90 days. After this period, the outbound file name and metadata is still viewable on the File Status screen with a status of ‘archived’, but the file can no longer be accessed or downloaded from the File Status screen.

As DHS has responsibility for processing applications received up to and including 30 June 2018, for a short time after this they will continue to process these applications as well as any associated requests for review of decision cases.

As a result, there is likely to be a period of time where you will receive letters from both DHS and the ATO. We will provide regular updates to funds including when DHS have finalised processing all of their pre 30 June 2018 applications.
