15   Section 6

Insert:

detection agent means a substance, whether in a gaseous or liquid state, that:

(a) when added to:

(i) another substance; or

(ii) a mixture of other substances;

facilitates the monitoring of the behaviour of that other substance or that mixture, as the case may be; and

(b) is specified in the regulations.
