relevant provider or provides personal advice in a foreign country to retail clients at any time between 1 January 2016 and 1 January 2019;
is not banned, disqualified or suspended in Australia, or prohibited under the law of the foreign country from providing advice on 1 January 2019; and
who has passed the prescribed exam before 1 January 2021.
