Supplementary Explanatory Memorandum

These amendments revise the commencement date from 1 April 2020 to 1 July 2020.
Given the passage of time, amendments are also made to Schedule 2 to the Bill to update dates referred to in the transitional, application and saving provisions.
NOTES ON AMENDMENTS
Amendment 1 changes the commencement date of table item 2 in section 2 of the Bill. This will mean that the operative schedules of the Bill, Schedules 1 and 2 will commence on 1 July 2020. Sections 1 to 3 will continue to commence on the day that the Royal Assent is received.
Amendment 2 amends the definition of 'commencement day', for the purposes of Schedule 2 to the Bill, to be 1 July 2020.
Amendments 3 and 4 amend item 2 of Schedule 2. First, amendment 3 replaces the text at subitem 1 with the words 'the amendments of the PPL Act made by Schedule 1 to this Act do not apply in relation to a claim for parental leave pay for a child made before the commencement day.' Amendment 4 replaces the reference in subitem 2 to 1 April 2020 with 'the commencement day'. As above, the definition of 'commencement day' is amended to be 1 July 2020.
Amendments 5 , 6 and 7 amend item 3 of Schedule 2 to reflect the change in commencement day. Amendment 5 replaces the text at subitem 1 with the following 'The PPL Act, as amended by Schedule 1 to this Act, applies in relation to a claim for parental leave pay for a child made on or after the commencement day.'
Amendment 6 replaces a reference to 1 April 2020 with 1 July 2020 and corrects consequential grammatical issues contained in lines 23 to 25 of item 3. Similarly, amendment 7 corrects a consequential grammatical error to replace the words 'is born' to 'was born' reflecting that this event will now have occurred in the past tense.
