RECONSTITUTION

AFTER HEARING STARTS FOR CONFLICT OF INTEREST OR BIAS
At any time after the start of the hearing of a proceeding in the Tribunal, the President may reconstitute the Tribunal if the President is satisfied that the member, or one of the members, who constitutes the Tribunal for the purposes of the proceeding: (a) has a conflict of interest in relation to the proceeding; or (b) has an actual or apprehended bias in relation to the proceeding.
