Every person executing any power or duty conferred or imposed on an officer under the Act or the regulations shall, before entering upon such duty or exercising any such power, make before a Justice of the Peace or a Commissioner for Affidavits, or Commissioner for Declarations, within the meaning of the Statutory Declarations Act 1959-1966 , a declaration in accordance with the form, in the Schedule to these Regulations.
