DECISION

The Tribunal declares that document D79 is not exempt from disclosure under sec. 38 of the Freedom of Information Act 1982. To that extent, set aside the decision under review.

The Tribunal notes that exemption is claimed for document D79 on other grounds which have not yet been argued before the Tribunal.

The Tribunal declares that the applicant may not be granted access to document D79 until further order.
