the responsible Commonwealth Minister |
(a) by prepaying and posting the document as a letter addressed to the responsible Commonwealth Minister at the Department; or (b) by leaving it at an office occupied by the Department with some person apparently employed in connection with the business of the Department and apparently at least 16 years of age. |
